Whats the use of SYSTEM.ADMIN.SVRCONN and who are the persons who can be given authorizations to use this channel

It's a server connection channel. Like all server connection channels, it's used to establish a client connection. This particular one is used by many administrative tools by default, but most (if not all) can be set to use another.

As to who can be given authorizations, any user can be authorised to use it. Who should be authorised to use it should be answered in the more general context of who is authorised to use your queue manager and what role they perform with the connection.

The System Administration & Security manuals will contain information of use to you.
