From an MQ point of view, I have a local storage on my server. I also have the SAN created on the same server. Now on SAN, I can have applications on it, I can have queue managers on it and so on. So SAN can function as a fail over if the local storage on the server is down. It also allows other servers in the LAN and WAN to access the different storages on SAN. But what if a SAN Fail?. Is a DR server a better choice?. But to switch to a DR server requires alot of procedures?. Can the business risk loosing money by waiting?.

It seems to me you're talking High Availability (HA) here, at least in regard to WMQ. There are plenty of posts on this site regarding WMQ and HA, and it would be worth your time finding them. Also look at the MC91 SupportPac, which helps implement HA.

The decision whether to use HA or a completely different DR solution only is entirely dependent on business requirements.
