I have a simple domain created and configured with both configuration manager and brokers on AIX. Many users were able to connect to this domain from their toolkit but I have a user who is trying to create a domain connection from his 6.1 toolkit and gets the following exception:

BIP1711W: The ConfigManagerProxy is not viewable by user machinename\
An attempt was made to view or manipulate the ConfigManagerProxy with UUID '', but the user who initiated this operation does not have the required authority to do so.
Ask the domain's administrator to grant your user ID the necessary authority to perform the requested action.

Although this exception is normal and can be fixed my creating the ACL, in this particular case, his userid is not being shown in the exception (see the bold part in the exception) but his machinename is being shown. I have not seen this happening before.
We have 6.0 domain too and he was able to connect to it before. Now he sees the same exception while trying to connect to it.
Any help or clues are highly appreciated.
