Can we keep the same name for 2 Queue Managers ? One Queue manager is in TEST environment and the other one in PRODUCTION.

If yes then yes you can have 2 QM of the same name..

I'll summarize:
You can NOT create two qmgrs with the same name in the same o/s instance.
You can create the same qmgr name in other o/s instances.
You can have qmgrs with the same name connected by channels.
At some point you will likely have issues (confusion) with duplicate qmgr names in your network. For example, which qmgr BOB (of the two qmgrs named BOB) sent this message?
Merging two qmgrs with the same name into a cluster will cause grief if you decide to de-cluster one of them at some future date.
