Where can I find C++ programming interface for the MQSeries for WIN NT V5.1 or I can use SupportPac MA73: MQSeries C++ for Windows V2.0?

You don't need MA73. C++ support is part of MQ5.1. I believe that by default the development kit is installed. If not, you may need to rerun install and select development tools. See if you have
<mqdir>\tools\cplus\include\ and
<mqdir>\tools\lib\imq*.lib

You can find the "Using C++" document in the MQ online books.
