We are looking for a replacement software that we can run on mainframe that will allow us to change MQMD if need be and also have security capability for RACF?
We use pqedit, but not to alter mqmd parameters. I would think that it would be easier to create a simple utility program either batch or CICS to perform the change to the md and the utility application would inherit the existing security.

If you have CAF installed on the mainframe then you can use MQ Visual Edit.
MQ Visual Edit allows the user to alter both the MQMD and the message data.
