Thanks for your inputs/suggestions so far.
The problem is resolved.
The reason for the error was, I'm using MQMD version 2 while writing the message. but, the IBm supplied MQPMO copy book doesnt have the extra fields required for MQMD version2. so, MQPUT was failing with 2249 immediatley after which MQBACK was failing with 2012.
I'm currently using MQMD version-1 for writing the message.
