We are running WMB v6 at CSD6 on AIX, and on broker startup are seeing the following message:
BIP2308E: File '/opt/IBM/mqsi/6.0/lil/imbdfws.lil' could not be loaded; operating system return code ''

Has anybody run into this?

You don't specify what the OS return code is...
Check the permissions on the file. Make sure it is readable by the broker's service Id.

Anybody should have read access. This is what a ls -al for that module gives as the access parameters: -rwxr-xr-x. Also, the opsys return code is blanks.

You don't say if you are working on a new machine, or an existing one that "magically" broke.

You don't say if you've taken the time to properly configure the command line environment.

You don't say if you've looked up BIP2308E in the Diagnostic Messages in the Info Center and followed any remediation steps listed. You'll notice from the fact that I don't discuss those steps, that I haven't looked it up either.
