By writing a Java plugin that extends either the Eclipse framework or the MQExplorer specific framework.

If you don't know Java, you're out of luck.

If you do know Java, that's a different story. There is a presentation that's been given at T&M/IMPACT a couple of times, and you might be able to find it. There is also, I believe, some documentation in the Info Center.
