We have multiple queue managers in cluster and if a message is being put in one queue and if that queue is not availabe it should rout the message to another queue of another queue Manager in the cluster. What is the parameter that we need to set in order to make the messaging round robin.

Nothing. Round robin is the default. As laid out in the Clustering manual.

Read about the qalias and parameter called DEFBIND.
