I can't install the MQ CLIENT because I'm not system administrator. I have a simple PC workstation with WBI Toolkit installed...

Then you can't use RFHUtilC.

If you have a local qmgr, which it seems you do, you can maybe connect it to the other qmgrs you need to send files to, and use RFHUtil to talk to the local qmgr.
