Can a third party Legacy system which communicates with external world in Flat File format talk to services hosted as Web Services?

is it possible that third party will put FLat file message in MQ and then this MQ talks to Web Service?

Do we require to have soem middle tier which accepts these MQ based Flat file req. and converts it into web service req. and then calls Web Services ?
