Can not start command server (urgent)

When I tried to start command server, it gives an error message mq error 7f3. I could not find what is that? can any one have any idea what and why this error happens?

But I was able to restart just a while ago. That time, command server was started automatically. This time, I started qmgr. When I try to connect from explorer, I could not. then when I check command serer is running, it was stopped.

I could not understand why that happened automatically.
