I try to restart qmanager with strmqm and it says

there is the /var/mqm/qmgrs/qmgr_name/ directory and files but
there is no qm.ini file under /var/mqm/qmgrs/qmgr_name/

Did you create a new queue manager from the saveqmgr backup?

I can restore the old qmanager directory(before I delete corrupt qmanager) from backups and return from saveqmgr backup.
Is it the right thing to do?

error messages I get:

MQJE007: IO error reading message data
MQJE001: Completion Code 2, Reason 2195
com.ibm.mq.MQException: MQJE001: Completion Code 2, Reason 2195

MQJMS2013: invalid security authentication supplied for MQQueueManager

AMQ9526: Message sequence number error for channel...
The local and remote queue managers do not agree on the next message sequence number. A message with sequence number 71892 has been sent when sequencenumber 1 was expected.
ACTION:
Determine the cause of the inconsistency. It could be that the synchronization information has become damaged, or

AMQ9999: Channel program ended abnormally.

AMQ9557: Queue Manager User ID initialization failed.

If you're restoring from a system backup (i.e. a file level restore) you should not use the saveqmgr script to recreate the objects (which should have returned as part of the backup).

If you do use such a script, you'll likely recreate the channel objects, causing this sequence number issues. I'd re-restore the file system, but you could also just reset the channel to get over that issue.
