Problem in creating Message Set

Error:
BIP0125E Error creating Message Set Project

Reason:
An error occurred while creating Message Set Project MessageSetPrj.
Unable to write to local file system:MessageSetPrj
Refresh the workspace

Details:
Problems encountered while setting project description.
Error configuring nature: com.ibm.etools.msg.validation.msetnature.
Error configuring nature: com.ibm.etools.msg.validation.msetnature.

Did you make any changes outside toolkit within this project ?

Did you try to Refresh the workspace after this message ?

Yes, I refreshed my workspace but still its showing the same error
