I have 3 z/OS queue managers. Two of them are in a sysplex and form part of a QSG. Can an application that is connected to the third queue manager, that is not a member of the QSG, write a message to a share queue via a remote queue? This third queue manager has a dedicated channel to one of the members of the QSG.

Base on the information in the manuals, I know I can do this by creating a cluster and making the shared queue, a shared cluster queue, but I need to know if I can do it outside of a cluster.

You should be able to do this.

As long as the third queue manager has a path to either of the other 2 then just defining the shared queue as a remote queue on qmgr 3 should get the message to the queue.
