There are no MQSeries security related commands, so PCF can't be used.

To manage authorizations, you must use suplied program - setmqaut
You can call it from your program.

hI,
Try MQSeries System Admin book chap 8. They have issued some other way to use authorization apart from setmqaut.
Hope this gives an idea.
