1) Can flows without Candle Nodes be deployed to brokers without an agent even if the nodes are disabled?

2) At what level can the Candle Nodes be controlled?

3) Is their anyway to shut off the node without making a change in message flow

Flow without Candle Nodes do not require a Candle setup for the broker and can be deployed everywhere.
Flows where the CandleNode is set to inactive will require the CandleNode setup for the broker everywhere.

You can control activation at the bar file. You can control behavior in the properties.

Yes set the node to inactive in the bar file.
