Object definitions are in pageset 0; names of log datasets are discovered in the bootstrap dataset; logs contain logged messages, commits, object definitions changes.

The simple answer is yes. Qmgrs always go through restart. The qmgr will demand that bootstrap, logs and pagesets be present.

The real answer to your question is 'it depends.' It depends on what is present and what is missing.

Briefly, very briefly: You cannot recover messages without logs. You must have bootstrap datasets, since they identify the log datasets. You must have pagesets. If one or more pagesets are out of sync, the qmgr will replay the logs to the last consistent state.

As JeffLowrey suggested, read the entire Recovery section of the z/os system administration guide.

I'm curious, what are the circumstances of this MQSeries recovery of yours?
In house?
Disaster Recovery at hot site?

I was giving the very short answer. The word 'recovery' to too broad, too general. Working in the real world, you know that there are many and varied situations that would require some kind of recovery - from loss of the entire datacenter at one extreme to abnormal termination of a single qmgr at the other.
