Your question is conceptually wrong. Persistence is an attribute that is only valid for a message. There is nothing like a persistent queue.

What you see on the properties page of the queue is just a recomendation to the application.

For completeness.

Ther is only one situation when persitence matters on a queue.

That is on temporary dynamic queues. They can only have non persistent messages in them.

The queue default persistence is used when a MQPUT to that queue happens and the application has not explicitly specified persistent or non-persistent for that message. That message will then take the queue default. PERSISTENCE_AS_QDEF or something like that.

Other messages on the same queue may or not be the same as the default.
