We are trying to identify and delete unused queues within our messaging infrastructure. Is there a utility available that can give us put and get stats on all the queues on a queue manager?

Every professional monitoring solution should give you this information.

A reasonably competent Java programmer could hack up something using MS0B in about an hour.

If you are using WMQ6.0, you can switch on queue monitoring attribute on the queues.
Then retrieve the qstaus of the queues. You will get last put message data and time, also lastget date and time.
