Is this the old MA0C broker? What command are you issuing? What version of WMQ are you running? Are you getting any errors in your logs?

AMQ5855: WebSphere MQ Publish/Subscribe broker ended.

EXPLANATION:
An attempt has been made to run the broker (bcg.queue.manager) but the broker
has ended for reason '5801: (Resource Problem)'.
ACTION:
Determine why the broker ended. The message logs for the queue manager might
contain more detailed information on why the broker cannot be started. Resolve
the problem that is preventing the command from completing and reissue the
strmqbrk command.

Is that from AMQERR01.LOG in the main error directory? Or from the AMQERR01.LOG in the <install_root>\qmgrs\<qmname>\errors directory?

It looks like it's from the main error directory, because it's directing you to go look at the qmgr specific one.

The problem is solved. The SYSTEM.CONTROL queue of the queue manager was full means had reached its maximum depth.
