I created a new queue manager on an HP Nonstop (Tandem) system using version 5.1 of MQ. I set the maxchannels and maxactivechannels parameters to 50 in the QMINI file. The queue manager has less than 20 channels but each time I try to start a channel I immediately get a "AMQ9513: Maximum number of channels reached" error. I also get the error when I try to stop a channel. We haven't seen this type of error with any of our other 5.1 queue managers.
Any suggestions for things to try would be appreciated. Thanks for your help.

I suposse that after the QMINI modification the QMgr was restarted.
If your answer is yes do this one
1.- Stop the QMgr
2.- Rename or delete the $VOL.<QMgrName>D.QMINIMEM
3.- Start The QMgr
This one will create a new QMINIMEM file with the Modifications.
