From a client system, whether the MQ system admin command can be invoked to monitor or see the behaviour of Q Manager or Qs. Basically, can we run runmqsc command?

U can do this via the MO71 Support Pack. You will need MQ Client installed on the Windows client system.

I'm quite certain you actually mean MO72, Peter.

MO71 allows you to submit runmqsc commands. Even to z/OS QMs!

I'm quite certain you actually mean "MQSC" commands, Peter.

MO72 also can do this for z/OS QMs. Also, it allows to define the number of columns and use filters (even for pre v6 QMGRs).

If you want to run MQSC commands from a USS command prompt, you can use MS16.
