I'm working to install a stand-alone development environment on WinXP. I've successfully executed mqsicreatedb (Derby) and mqsicreateconfigmgr. I have queue manager WRKB_QM on port 1414. I'm trying to create a new Domain in Broker Admin perspective of Toolkit. Getting error "BIP0914E Message Brokers Toolkit is unable to communicate with the Configuration Manager". I've checked that WRKB_QM is running.
I'm a newbie at this, so any response is appreciated.

Look in the system event log for BIP1003; that will tell you if the ConfigMgr has started.
But if you're on v6, why not just run the default configuration wizard instead? That will save you the hassle of creating and starting the components, adding them to the domain etc. etc.

I see an Event ID 1003 in my Application Event Viewer stating the Configuration Manager has started and is available for use.
Could user security be a factor? The Config mgr and Broker services are running under a local user account whereas I'm trying to add a new domain from the Toolkit running under a domain account.
We tried the default config wizard but it seems to only work under a local account. When we log in under a domain account after running default config wizard under a local account we're not able to see queues, etc. in MQ Explorer. We want a local dev environment that works under a domain user account.
Again, I'm a newbie so it's very possible I'm making this much harder than necessary!

Ok, I got past this hurdle. I created a listener under the Advanced node of my queue manager in MQ Explorer. This seemed to be the missing piece as I've now been able to create a Domain for the config manager.

Glad you got it working.
If you get problems like this in the future, a useful diagnostic step is to run the v6 Default Configuration Wizard and try deploying a sample to it.
If that works, then it could be a set up issue. If it fails, then the problem is likely to be more serious.
