And it can play contact admin with your authorizations on the target QM...

To answer Kevins question,

I mentioned already that I was not looking for some solution at the application level. I know it could be done much easier at the application level.

I think the closest we have come to the solution to this problem is to use the CRESSIDIA tool.

Well don't you need the authorization for all the userid's on the messages in the target qmgr in order to send the reports? I certainly would not care for so much of a setup.
