When I entered inside the mqsc shell, it does not execute any command? Please give me some idea where to start debugging.

Maybe your QMGR is hung.
How many runmqsc processes do you see for that QMGR.
What is the CPU usage |

In fact this is the queue manager whose log has been deleted. My colleague somewhat make it restarted but it seems not working properly.
just one mqsc is running.
any suggestion?

If the logs have been deleted, The only supported way of getting it to work is recreate the queue manager and its objects.
You can also do a cold start(not supported by IBM) you can search this site for "cold start". Make it running. Then your problem with MQSC will also be resolved. |

Try to restart it and see if it ends OK and starts OK |
