When is qm.ini file creaeted? will not it be created when qmgr is created? or should some parater be given in creation of qmgr?

It's created when the queue manager is created. You do not need to give any parameter, nor will any parameter prvent its creation.

Except in Windows. The qm.ini and mqs.ini files were moved to the registry.

When qm.ini is created, it would not have all the parameters we can set in it. Is this right? Where can I found the lists of these parameters so that we can decide which one to set.

The answer to every question about MQ that begins "where can I find" is always "In the documentation".
The InfoCenter has a SEARCH function.
Rather than continuing to post questions here that you could easily answer yourself, and receiving responses that are unhelpful and will shortly become insulting... maybe you should take five minutes to try to do your own job.
