I don't know the exact way to do this , but the way i have done this is by creating the SID on the remote DB , then catalog the SID (tnsnames.ora) on the workflow machine , and then use fmczutil to make use of an existing SID and generate the scripts.
By this what i mean is when fmczutil asks to create the db , you just say no. It will generate the scripts for you. These scripts can be used to create the db on the remote box.
