Does MQ provide tools to send out page/email automatically when there is something wrong?

Not in the base product, check out the support pacs or install one of the system management products.

Most sites already have a system management framework (eg Tivoli, BMC etc), so install the MQSeries component of this.

maybe you should start with some simple overview documents. this will help you to know what mq provides and what not.
