Is it possible to have clustering of brokers. The intention behind clusters is for High availability ie if one broker fails the other brokers shoud take charge.

If clustering is not possible is there any other way of achieving this.

You can use HACMP.

Even if you are not using it, this support pack is a good starting point to look for pointers.

It is entirely possible to have clusters of brokers.

HACMP is one way to do it.

An MQ Cluster with brokers on several nodes is another way to do it.

For some needs, a "Broker collective" may be useful as well - in combination with one or the other above choices.

Checkout this whitepaper on HA. It's for MQ but it describes the general approaches that can be taken for HA and these apply to the broker as well. I am planning to update it for WBIMB soon.
