I believe it's designed to keep spammers and bots at bay, I find it slightly cumbersome too, but it's a spammer-eat-honest-poster world out there...

in phpBB this is called the Flood Interval in my own board it is set to 30 seconds.

I have seen phpBB mods where the Flood Interval can be disabled for certain users....

It's set to 1 minute here, I believe.

Here is the link for setting the flood interval based on rank...

with this you could set the flood interval of a newbie to let's say 600 secs
and for a grandmaster to 0 ...

That sounds like a nice modification. First things first though, I need to upgrade the whole forum to a more secure version to keep those script kiddies at bay

for a more quick and dirty solution ...

I just made some changes (3 lines) to my own board to disable the flood control for users with more then 500 posts (i.e. the Grandmasters...)

Works like a charm...
