How do you create a QM that uses circular loging ?

Depends on the platform, look at the "System Admin Guide" manual.

By default the queue manager is created with circular logging, if you don't specify anything

On windows I need to create a QM with circular logging with 25 primary logs and 10 secondary logs

Then you need to read the documentation for the method that you want to use.

On windows, you can either create a queue manager using crtmqm or using the MQ Explorer.

In either case, the method to create a queue manager with circular instead of linear logging is clearly documented.
