I am getting the following error when I issue "amqmcert -a 2001":
AMQ9691: The WebSphere MQI library could not be loaded.
Which library is this message referring to?
If anyone has hit this error, how did they get round it?

I would expect an error message written to the mqerrlog as well. That should give you the details. Reason to think this way is what the manual says about this error. Straight from the manuals.
"AMQ9691 The WebSphere MQ MQI library could not be loaded.
Explanation: The library file '&3' is expected to be available on your system, but attempts to load it have failed with Windows return code &1. The WebSphere MQ error recording routine has been called.
User Response: Ensure that the WebSphere MQ '&3' library file exists and is available on your system. Consult the Windows reference manual to determine the meaning of error code &1. If the problem cannot be resolved then use the standard facilities supplied with your system to record the problem identifier and save the generated output files, and then contact your IBM support center. Do not discard these files until the problem has been resolved."

Thanks - I'd already looked that up in the manuals. There is nothing logged in C:\Program Files\MQSeries Client\errors or any Windows events. |

It means we either cannot load amqzst.dll or cant find some specific entrypoints in it. Check for duplicate amq*.dll files on your machine (esp. in the system32 dir), and remove them.
Otherwise, take a trace, and search for rrcE_SSLCM_MQ_LIB, and see what is slightly higher up from it as it will cut down what the actual problem it) |

Made a little experiment on winXp, opened a cmd window and "set path=" to null. Then I started getting all sorts of "missing library AMQXCS2.dll" messages and began copying files to see the next missing dll. So although I did not manage to get you're msg, maybe it has something to do with path...
mq libs in my PATH are:
Path=D:\Program Files\IBM\WebSphere MQ\Java\lib;D:\Program Files\IBM\WebSphere MQ\bin;D:\Program Files\IBM\WebSphere MQ\tools\c\samples\bin;
I had to copy the following files to make amqmcert work:
amqxcs2.dll, amqxcsn.dll, amqcssln.dll, amqcmema.dll
Another option would be dll's registered with regsvr32.exe, but I don't know how to display a list of those...
Personally, if it happened to me and this was a test server, I would simply uninstall and reinstall mq.
