queue manager name: TEST1

strmqm TEST1

AMQ7002: An error occurred manipulating a file

when I go to the error log, it complains about a file not existing:

AMQ6119: An internal WebSphere MQ error has occurred (No such file or
directory(2): stat: /var/mqm/qmgrs/TEST1/@ipcc/isem:)

when I cd /var/mqm/qmgrs/TEST1/@ipcc/isem the file does not exist.
the further I can get is to /var/mqm/qmgrs/TEST1, but @ipcc is not there.

Please note: I had upgraded mqver to service pack 10 without removing the existing queue manager TEST1, do I need to remove and recreate existing queue managers each time I do an upgrade?

You can manually create needed directories under qmgrs/<QMGR_Name>. In fact, I've once or twice manually created ALL directories under <QMGR_Name>. (ugh!)

Appendix C of the System Administration Guide will show you what should be under qmgrs/<QM_Name>. You only need to create any missing directories, and ensure that the mqm user has full rights.

No. Something else went wrong and deleted that directory and file.
