Have you searched the WebSphere MQ for z/OS System Administration Guide V5.3.1 for the text 'listener'?

Unless I am misunderstanding your response, NOT asking about an MQ Listener but this:

I am guessing the install/config is in some DB2 manual? Also trying to see if this is available in DB2 v7. The link refers to v8.

Basically, its kind of a "Trigger Monitor" for stored procedures running in USS.

The very next section of the info center from the link you posted is "Configuring and Running MQListener in DB2 UDB for OS/390 and z/OS".
