I've seen a couple of reference to a tool, but I'm not having any luck finding a tool that will let one drag-n-drop items between queues.

Can anyone point to a freeware or commercial tool that runs on a Windows desktop (Win XP specifically), that let's one edit and move messages between queues?

I've tried the explorer, but either I'm doing it wrong or it's only a viewer.
