Since the file is readable, it has the following in it:

The restrictedmode_migrateQM utility is invoked from the
shell to change the permissions and ownership of
a queue manager as they would be if crtmqm -g <application_group>
had been used to create the queue manager.
The arguments to restrictedmode_migrateQM are interpreted as
follows:
No Parameters - gives help on the use of the command
-? - gives help on the use of the command
-m - <queue_manager>
-g - <application_group>
Help information is also output when restrictedmode_migrateQM
is entered with the wrong syntax.
