If I make changes to this file, do I need to recycle the Broker? for the changes to take in effect?

Yes , u need to recycle the broker as --
When you start a broker, it opens all the connections that it requires. The broker caches these database connection handles for performance reasons. |

I don't think restarting the Broker is needed. Have you tried this without restarting the broker?

You need to cycle the broker if the datasource connection has been made.
You might get away with not cycling if it is a "new" datasource and it hasn't been used before, but if you are editing a datasource, restart the broker.
