Doe your user id have the role of Operational domain controller ?
Using the Control Center manual:
Quote: |
Operational domain controller
In this role, you can: Create brokers and collectives, and define the relationships between them (the topology). It can also deploy all types of data, and monitor the operational broker domain. |

Did you create
broker using mqsicreatebroker, configuration manager using mqsicreateconfigmgr commands at all?
you might want to do that first before you define your logical definitions in control center. |

V2.1 Administration Guide:
Quote: |
-d SecurityDomainName
The name of the Windows NT security domain. If this is not specified, it defaults to the system’s local security domain. |
