Business rules - where are they?

I am using Workbench 4.2.3 and I am looking for the business rule repository. I used the help menu and it provided navigation to the Repository however the option 'business rules' did not exist. Is anyone using 4.2.3 and know where the rules option exists?

Try going to the Format menu and go down to edit mode. Choose something other than IBM MQ workflow mode. Now the Business Rules should appear under the Repository menu.
