The broker controls the configuration of database connections, but each EG makes it's own separate DB connections. If, somehow, one EG process using db connections prevents other EG processes from using DB connections, then that's a DB problem.
If one EG process is shown to be inhibiting the entire functioning of other EG processes, this is almost certainly a resource issue - memory/cpu/disk/etc and not directly related to the DB connections.
