Let me be a little bit more specific here.
Looking at webservices in a traditional J2EE web server you would have access and choice of web services framework.
Now imagine the IIB setup. These frameworks are all handled behind the scenes and you have absolutely no access to them or their stacks if it was not provided by IIB.
The only frameworks IIB gives you access to in java are:
java.util.logging
JAXB
IIB => Mb* stuff
Trying to use any other frameworks directly from code will prove problematic and introduce a number of problems the least of which will be performance.
This means your Java IIB developer WILL have to learn how to use the IIB framework.
