What is the best tecnology that I can use to integration with System Legacy based MQSeries ?

Screen Scraper,
JMS,
JCA or other

Which legacy system are you referring to?
There are some where JCA makes more sense, others where JMS is the way to go. In fact, only one type of API may be available for certain systems, so that makes the choice easy.
