I am still getting same error, even I setup the Chracterset code as below. Any Idea, what I am doing wrong.
But; I notice that in the exception message during debug, that
CodedCharSetId and Encoding were not there on the Message Properties.

I have added following code, yet I still get the same message;
SET OutputRoot.Properties.Encoding = 819;
SET OutputRoot.Properties.CodedCharSetId = 1208;
SET OutputRoot.MQMD.CodedCharSetId = 1208;
SET OutputRoot.MQMD.Encoding = 819;
SET OutputRoot.MQMD.Format = 'MQSTR ';
