With 5 primaries and 3 secondaries the maximum available space is 8 extents. When 80% of the defined space (8 extents) is in use the queue manager will take action to rollback the oldest active transaction (or roll forwards the oldest prepared transaction). It's unlikely that it would take long to complete the rollback, and so the chances are that only 2 secondaries would actually ever be used.
