Clarify what?

If you're putting a message with a user application of course you see a 2053 error because the message won't be accepted on the grounds the target queue is full.

If there's no user application and the already accepted message is persistent then the system cannot deliver it, discard it or report a 2053 to the user. So it dead letters it.

Simple.

It doesn't even matter if the message is persistent (or even has an expiry). In the case described by Vitor (no user application, the message is already accepted by MQ) it just deadletters it.
