Does anybody have a solution that covers at least the following very basic
> functional requirements:

I dont think this is an apt question to ask. Somebody could be very kind enough to lend you a program, if they have coded something exactly like you requested for.
This forum primarily assits or helps those who try to help themselves. You cannot just post your requirement and ask for the code. You have to give it a try and if faced with any problems this forum and its members would help you.
I may be wrong in understanding what you want, but my guess was solely driven by your 4th statement, preferably not written in java.
To start with.
1) Search for support packs that look similar or are near to something like this. May be someone who has used such a thing earlier in this forum could throw some light.
2) Need to then design according to the resources at your disposal. Such as would you have transactions involved. If so, who would be the co-ordinator etc.
3) Once you have done all this, its easy to code from there.

I get your point the english does not read well......so much for pasting exerts from e-mails.
