It wasn't until after I posted that that you stated you had zero time and resource. I was inferring is that what you want could be done in V6.0, but programmatically instead of natively. At this moment in time I would say your options are to use the mirrorq exit (good luck with getting that past your management) or use the much advised QA alternative.

Upgrade to V7 and replace the queue with a topic object. Subscribe the receivers administratively and there you have your distribution....
