I know it's a hard question but I still want to try to see if anybody knows.
Since the NEON DB is connected not through ODBC, how can msgflow know if NEON is ready for use or not, especially after the broker (Solaris + NEON in Oracle) re-bounce?

I know that it is not complete answer, but:
1. You will get exception when deploy the broker.
2. You will get error in MQSI log (missing or incorrect information ... NEON ...) if you provide incorrectt password or DB is not available or neonreg.dat file is missing.
Try shut down you NEON DB, restart the broker and check the log file... _________________ Best regards.

Not exactly what you want, but here is another file that will sometimes give a bit more NEON data. Whenever NEON has a problem, it creates the NNSYMessageLog.nml file. This can be somewhat tedious to wade through, but might give you some hints.
